
Singapore LNG Requires Senior Executive / Assistant Manager

Position: Senior Executive/Assistant Manager (Production Planning) 1201CO-SE/AM (ADP/GSOS)
Work Location: West Singapore - Alexandra Road
Responsibilities:
General Overview
The incumbent shall responsible for managing nominations and scheduling of LNG ships for unloading and reloading LNG and changes to nominations and schedules, taking into account scheduled or projected send out of regasified LNG and use of capacity at the LNG storage tanks. In addition, he/ she will be required to maintain close co-ordination with counterpart overseeing sent-out.
Position One: Senior Executive/ Assistant Manager (Annual Delivery Programme)
Duties and Responsibilities:
- Finalise the Annual Delivery Programme (ADP) for the SLNG terminal in accordance with the terminal user agreements with the customers of the terminal and operating procedures and secures maximum commercial value by optimising the terminal capacity.
- Ensure notifications from customers of LNG Vessel’s information, i.e. name, IMO number, gross LNG cargo capacity, name of loading port, estimated specification of LNG to be unloaded, quantity, pressure and temperature of LNG to be unloaded, arrival date and time etc. are received from each terminal customers’ vessels and consolidated into the schedule planning system.
- Manage ad-hoc scheduling requirements related to use of SLNG terminal’s LNG jetties for any of various new services including storage & reloading and LNG vessel cooldown services.
- Be aware of contractual rights on allotment of ship slots to customers and exercising such rights in co-ordination with the Commercial and Terminal Operations teams to maximise commercial value from the terminal.
Position Two: Senior Executive/ Assistant Manager (Gas Send-Outs Scheduling)
Duties and Responsibilities:
- Manage and finalise nominations and schedule of regasified LNG deliveries to various customers of SLNG and their underlying end users in accordance with the commercial agreements and procedures agreed and secures maximum commercial value by optimising the terminal send-out and storage capacity.
- Ensure that long-term non-binding regasified LNG off-take forecasts provided by customers are properly received and consolidated into SLNG’s IT-enabled scheduling planning system.
- Receive the day-ahead nominations for sendout of regasified LNG from the customers of the SLNG terminal and ensuring available send-out capacity is allocated to the customers and their respective end users and notify the customers of the scheduled quantities to the contracts and operating procedures.
- Manage ad-hoc scheduling requirements related to the SLNG terminal’s vaporisation capacity for new services contemplated by SLNG, and maximising commercial value to SLNG without compromising on SLNG’s contractual obligations to its customers.
Incumbent for Position One and Two are responsible for the following activities and deliverables:
- Maintain and update the Operating Procedures.
- Develop, jointly with the maintenance planner, the Technical Inspection group and Operations Team, a strategic plan that allows for the creation of operating windows for plant shut downs for scheduled inspections while minimising business interruptions.
Requirements:
Working Experience
- At least 5 years’ experience in managing natural gas nominations and scheduling or 10 years in a petroleum refinery or oil tanking scheduling role.
- Candidate with good understanding of LNG regasification terminal operations, terminal use agreements and nominations and scheduling activities under such agreements will be considered favourably.
- Candidate has good understanding of Singapore’s Gas Network Code and the natural gas operations in Singapore.
- Candidate shall be proficient with MS Office applications and be meticulous in processes and procedures.
Education
Degree in Engineering or Science from a reputable university.
